Within the European Union, the provisions and criteria for the classification, labelling, and packaging of substances and mixtures are harmonised by Regulation (EC) No 1272/2008 on classification, labelling and packaging of substances and mixtures (hereafter ‘CLP Regulation). The CLP Regulation incorporates the criteria and hazard communication elements of the United Nations’ Globally Harmonized System of Classification and Labelling of Chemicals (GHS).The GHS is regularly revised by the United Nations Economic and Social Council’s Sub-Committee of Experts on the GHS, to take into account new scientific information, technical progress, and implementation experiences. These revisions often update classification criteria, hazard statements, precautionary statements, and labelling elements to enhance the protection of human health and the environment, while facilitating international trade.The EU has committed to implementing the GHS. To ensure continued alignment with the GHS and support the objective of harmonising chemical hazard classification and communication at the international level, the CLP Regulation is periodically amended. These amendments reflect the biannual revisions of the classification criteria and labelling rules of the GHS at the UN level. This initiative adapts the Annexes to the CLP Regulation to bring them in line with GHS revisions 8 to 10, adopted respectively in 2018, 2020 and 2022. It also partially implements GHS revision 11 as regards aerosols and skin sensitisers (mixtures).
